The purpose of this meeting is for committee members to consider the matters included on the agenda below. The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD Legislative Services Department to request to appear as a delegation.

In the event of an emergency the public gathering place is the parking lot outside the boardroom.

THAT a letter be provided to the Comox Valley Economic Development Society advising of the Comox Valley Regional District’s support for the ‘Municipal and Regional District Tax’ application in the City of Courtenay.

4) BOARD CONSIDERATION FOR A FIVE YEAR REVIEW OF THE REGIONAL GROWTH STRATEGY
 
Report dated July 26, 2017 regarding consideration of whether to conduct a five year review of the Regional Growth Strategy (RGS) for receipt.

Recommendation:
 
THAT as a result of the input received and overall satisfaction with the Comox Valley Regional District Regional Growth Strategy, a five year review is not required at this time;

AND FURTHER THAT staff return to the board with revised language in section 5.2 (4) Minor Amendment Process, of the Regional Growth Strategy to better align the process for minor amendments to the Regional Growth Strategy with the Local Government Act so that the strategy can be revised, as a standard amendment in section 5.2 (4);

AND FURTHER THAT staff return to the board with a list and analysis of other housekeeping and proposed amendments to the Regional Growth Strategy that could improve the administration of Regional Growth Strategy and still fall within the stated goals and objectives of the strategy.

5) TRANSIT SERVICE TO THE NEW COMOX VALLEY HOSPITAL

Recommendation:
 
THAT pursuant to section 391(4)(a) of the Local Government Act, a bylaw be forwarded to the board for adoption by October 31, 2017, allowing for a permissive tax exemption for 100 per cent of the taxable land and improvements for the year 2018 for the property known as Parcel A, Plan VIP64403, Land District 15, Folio # 771-000500.000 (Sunnydale Golf Society) with the exception of the portion of Class 06-Business/Other relating to the pro shop operations.

8) PERMISSIVE TAX EXEMPTION 2018 – UNION BAY HISTORICAL SOCIETY
 
Report dated July 26, 2017 regarding consideration of a permissive tax exemption for 2018 pursuant to section 392(1)(c) (eligible heritage property) of the Local Government Act for the Union Bay post office and gaolhouse museum buildings, located in Electoral Area A, and owned by the Union Bay Historical Society for receipt.

Recommendation:
 
THAT pursuant to section 392(1)(c) of the Local Government Act, a bylaw be prepared providing for a permissive tax exemption for the taxation year 2018 for an amount equal to 100 per cent of the net taxable land and improvements for Section 32, Land District 34, Township 1, Folio #771 010800.000 (Union Bay Historical Society).
