THAT the Agricultural Land Commission be advised that the Comox Valley Regional District supports agricultural land reserve application ALR 2C 17 (Janzen), as proposed, regarding subdividing a parcel from lands known as Lot 2, Block 29, District Lot 232, Comox District, Plan 30236, PID 001-175-076 (2057 Kelland Road) for the purpose of expanding an existing agricultural business;

AND FINALLY THAT the application be forwarded to the Agricultural Land Commission for final consideration.

Report dated August 1, 2017 regarding a Farm Land Protection Development Permit (DP) that would establish a buffer between a rural residential property and an agricultural property for receipt.

THAT the board approve the Farm Land Protection Development Permit DP 15C 17 (Perich) on the property described as Lot 22, Block 29, Comox District, Plan 2270, PID 006-415-491 (6611 Poulton Road) for the construction of the principal dwelling with a minimum 20 metre setback from the agricultural property, along with a fence and row of trees or shrubs within 4 metres of the rear property line.

Report dated August 3, 2017 regarding Denman Island's proposed Bylaw No. 225, a general amendment to prohibit the use of vehicles and ground-based machinery in the Island’s water zones for receipt.

THAT the Denman Island Trust Committee be advised that the CVRD is concerned that proposed Bylaw No. 225, being a bylaw to amend the Denman Island Land Use Bylaw No. 186, 2008 by adding a general prohibition against the use of vehicles and ground-based machinery in the W1, W3 and W4 zones, applicable to the majority of the Denman Island marine foreshore, may negatively impact current and future lawful access to aquaculture tenures by aquaculture operators and request that the Denman Island Trust Committee consult with the aquaculture industry before processing further.

Report dated August 3, 2017 regarding an update on the results of a study to assess the viability of establishing a local service area to manage and operate the King Coho wastewater treatment plant (WWTP) for receipt.

Report dated August 4, 2017 regarding a policy requiring newly subdivided parcels to stay within their respective Water Local Service Area (WLSA) but not require connection to the water system for receipt.

THAT the Comox Valley Water System Water Local Service Areas-water servicing and connection exemptions at the time of subdivision policy, attached as Appendix A to the staff report dated August 4, 2017, be implemented.

THAT the Royston Water Local Service Area-water servicing and connection exemptions at the time of subdivision policy, attached as Appendix B to the staff report dated August 4, 2017 be implemented.

Report dated August 3, 2017 regarding the Mount Geoffrey Nature Park and Crown Land Trails Management Plan (2017) for receipt.

THAT the Mount Geoffrey Nature Park and Crown Land Trails Management Plan dated July 2017 be approved and adopted as policy.

Report dated August 3, 2017 seeking approval to add the existing boat launch at Shingle Spit to the Hornby Island Parks Service for receipt.

THAT Hornby Island Community Parks and Greenways Service apply to the Ministry of Forests Lands, and Natural Resource Operations for the responsibility of the Shingle Spit Boat Launch to be transferred to the Comox Valley Regional District (CVRD) through a Licence of Occupation;

AND FURTHER THAT staff work with Hornby Island Residents and Ratepayers Association (HIRRA) to establish a boat launch committee by updating the HIRRA operating contract;

AND FINALLY THAT staff report back to the Electoral Areas Services Committee with a capital upgrade plan for the boat ramp to be funded through Community Works Funds, fundraising and grants.

Report dated August 1, 2017 regarding information on improvements to the “Regional District Fireworks Regulation Bylaw No. 1971, 1998” for receipt.

THAT the proposed changes to Bylaw No. 1971 being the “Regional District Fireworks Regulation Bylaw No. 1971, 1998” be approved to eliminate fees for permits, increase fines for ticketable offences and oblige vendors to undertake certain activities.
