NOTICE OF MEETING
COMOX VALLEY WATER COMMITTEE


Tuesday, July 10, 2018
Boardroom, located at 550 B Comox Road, Courtenay, BC commencing at 2:30 p.m.

The purpose of this meeting is for committee members to consider the matters included on the agenda below. The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD legislative services department to request to appear as a delegation.

All committee motions will be voted on using weighted votes as determined under Bylaw No. 1783.

In the event of an emergency the public gathering place is the parking lot outside the boardroom.

2) COMOX VALLEY WATER TREATMENT PROJECT – FISH AND GAME LAND ACQUISITION AND AGREEMENT
 
Report dated July 6, 2018 regarding the proposed path forward for the acquisition of the property required for the raw water pump station for the Comox Valley Water Treatment Project (CVWTP) for receipt. [Item
 
Recommendation:
 
THAT staff be directed to proceed with acquisition of the property and statutory right-of-way’s for the Comox Valley Water Treatment Project raw water pump station, marine pipeline, and raw water pipeline from the Courtenay and District Fish and Game Protective Association as outlined in the report dated July 6, 2018.
 
3) COMOX LAKE WATERSHED PROTECTION PLAN – EDUCATION AND OUTREACH
 
Report dated July 6, 2018 regarding a consulting team has been engaged to assist with developing and implementing an education and outreach program for Comox Lake watershed protection and water conservation in the Comox Valley Water System for receipt. [Item
 
E. NEW BUSINESS:
1) WATER TREATMENT PLANT
 
Correspondence dated July 5, 2018 from Director Eriksson regarding the Comox Valley water treatment plant for receipt. [Item
 
Requested Action:
 
WHEREAS the introduction of the Ultra Violet Filtration has reduced the likelihood of boil water advisories by 80 per cent;

AND WHEREAS there were no boil water advisories this past winter;

AND WHEREAS Island Health has allowed the tolerance level to be temporarily raised;

THEREFORE BE IT RESOLVED THAT the board direct staff to review whether the planned water treatment plant is still required;

AND FURTHER THAT if the planned water treatment plant is required, whether or not the size of the facility can be reduced.

Recommendation:
 
THAT the committee adjourn to an in-camera session pursuant to the following sub-section of section 90 of the Community Charter:

90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee, could reasonably be expected to harm the interests of the regional district if they were held in public.
