BLACK CREEK - OYSTER BAY SERVICES COMMITTEE

Boardroom of the Comox Valley Regional District offices located at 550 Comox Road, Courtenay, BC commencing at 9:00 am.

The purpose of this meeting is for committee members to consider the matters included on the agenda below. The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD legislative services department to request to appear as a delegation.

In the event of an emergency the public gathering place is the parking lot outside the boardroom.

1) PARTNERSHIP BETWEEN BLACK CREEK – OYSTER BAY FIRE PROTECTION SERVICE AND THE GREATER MERVILLE FIRE PROTECTION SERVICE
 
Report dated August 28, 2018 regarding partnership between the Black Creek - Oyster Bay Fire Protection Service and the Greater Merville Fire Protection Service and a cost recovery formula to provide for training and supports associated with volunteer firefighters for receipt. [Item]

Recommendation:
 
THAT a partnership between the Black Creek – Oyster Bay Fire Protection Service and the Greater Merville Fire Protection Service be approved that provides firefighter training for Merville volunteers on a cost-recovery basis;

AND FURTHER THAT annual financial plans incorporate a cost-recovery for volunteer recruitment and training in the Greater Merville Fire Protection Service at $1100 per recruit per year, to be determined at the end of each calendar year.

2) BLACK CREEK - OYSTER BAY WATER LOCAL SERVICE AREA – NEW WATER SUPPLY WELL PROJECT UPDATE
 
Report dated September 14, 2018 regarding an update on challenges related to installation of additional water supply infrastructure for receipt. [Item]

Recommendation:
 
THAT the report from GW Solution titled “Groundwater availability assessment within the Oyster River Nature Park and interactions with the Oyster River” and attached as Appendix C to this report dated September 14, 2018 be forwarded to the Strathcona Regional District Board for their review;

AND THAT Comox Valley Regional District staff be directed to undertake an analysis to determine whether water from the Oyster River Nature Park groundwater availability determined by GW Solutions in the report attached as Appendix C to this report dated September 14, 2018 would be sufficient to meet the projected demand of the Black Creek/Oyster Bay and northern Electoral Area D water service areas without compromising the ability of either service to guarantee water supply
into the future.
