The purpose of this meeting is for committee members to consider the matters included on the agenda below. The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD legislative services department to request to appear as a delegation.

In the event of an emergency the public gathering place is the parking lot outside the boardroom.

2. THAT the proposed 2019-2023 financial plan for Homelessness Supports Service, function 451, be updated to include contributions for 2019 projects as follows:

a) $15,000 towards the purchase of two four-plexes for women-led lone parent families with supports and rent geared to income (Comox Valley Transition Society);
b) $45,000 towards construction of eight units of single family supportive housing (Dawn to Dawn Action on Homelessness Society);
c) $45,000 towards construction of two single family dwellings (Habitat for Humanity Vancouver Island North); and
d) $45,000 towards renovation for permanent drop-in space for homeless citizens or those at risk of homelessness (funding hosted by the Comox Valley Transition Society).

AND FURTHER THAT the proposed 2019-2023 financial plan for the Homelessness Supports service, function 451, be approved as updated.

WOODSTOVE EXCHANGE PROGRAM
 
Correspondence dated January 23, 2019 from Director Grant regarding the woodstove exchange program for receipt.

Requested Action:
 
THAT the Comox Valley Regional District Woodstove Exchange Program be amended as follows:

• Rebates for exchanging to a new certified wood stove be increased to $1,500 with a requirement for the recipient to attend an wood burning education session, rebates for exchanging to a new gas, propane or pellet stove be increased to $2,000 and rebates for exchanging to an electric air-source heat pump be increased to $3,500; and

• That rebates only be available in the specific areas of concern to be determined in consultation with Island Health and the Ministry of Environment and Climate Change Strategy based on previous mobile air quality monitoring.

THAT the committee adjourn to an in-camera session pursuant to the following sub-section(s) of section 90 of the Community Charter:
