Arnott: THAT the minutes of the Sewage Management Advisory Committee held May 30, 2019 be received. [Item]    Carried   DISCUSSION SURROUNDING REQUESTS AND CONCERNS MADE BY THE CURTIS ROAD RESIDENTS ASSOCIATION DELEGATION ON MAY 14, 2019     K. Grant/R. Arnott: THAT the report dated June 6, 2019 regarding a response to the concerns and requests of the Curtis Road Residents Association as outlined by the delegation from Jenny Steel at the May 14, 2019 Comox Valley Sewage Commission be received. La Rose, Senior Manager of Water/Wastewater Services, presented information regarding a response to the concerns and requests of the Curtis Road Residents Association as outlined by the delegation from Jenny Steel at the May 14, 2019 Comox Valley Sewage Commission. [Item]      D. Hillian/K. Grant: THAT staff be directed to investigate and assess options for setting an odour standard for the Comox Valley Water Pollution Control Center.   Carried   SEWAGE COMMISSION - ELECTORAL AREA B PARTICIPATION     K. Grant/D. Hillian: THAT the report dated June 6, 2019 regarding the participation of the Director for Electoral Area B (Lazo North) on the Comox Valley Sewage Commission be received. Arnott: THAT the Sewage Commission permit the Director for Electoral Area B to participate as a non-voting member on all matters related to odour issues from the Comox Valley Water Pollution Control Centre and sewage infrastructure located in Area B until such time as this topic is considered through the Utilities Governance Study.   Defeated NAY: R. Arnott; K. Grant; M. Swift   NEW BUSINESS: VILLAGE OF CUMBERLAND - COMPOSTING OF DEWATERED BIOSOLIDS FROM THE VILLAGE OF CUMBERLAND WASTEWATER LAGOONS     K. Grant/D. Hillian: THAT the correspondence dated May 22, 2019 from the Village of Cumberland requesting to enter into an agreement in principle with the Comox Valley Regional District to process their biosolids at the Comox Valley Sewerage Service Biosolids Composting facility be received. [Item]    Carried   K. La Rose, Senior Manager of Water/Wastewater Services, provided an overview on the report regarding a request from the Village of Cumberland to enter into an agreement in principle with the Comox Valley Regional District to process their biosolids at the Comox Valley Sewerage Service Biosolids Composting facility.     D. Hillian/K. Grant: THAT staff be directed to prepare a report concerning the request from the Village of Cumberland to process their biosolids at the Comox Valley Sewerage Service Biosolids Composting facility, with specific consideration of a full cost recovery analysis and conditions of approval.   Carried   IN-CAMERA: D.
