NOTICE OF MEETING
COMOX VALLEY WATER COMMITTEE
Tuesday, July 16, 2019
Boardroom, located at 550 B Comox Road, Courtenay, BC commencing at 1:30 p.m.

The purpose of this meeting is for committee members to consider the matters included on the agenda below. The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD legislative services department to request to appear as a delegation.

All committee motions will be voted on using weighted votes as determined under Bylaw No. 1783.

In the event of an emergency the public gathering place is the parking lot outside the boardroom.

1) COMOX VALLEY WATER MANAGEMENT ADVISORY COMMITTEE MINUTES
 
Minutes of the Comox Valley Water Management Advisory Committee meeting held July 4, 2019 for receipt. [Item] 
 
2) WATER LICENSE AND WATER CONSERVATION BYLAW UPDATE
 
Report dated July 11, 2019 regarding the receipt of new water licenses for the Comox Valley Water System as part of the Comox Valley Water Treatment Project and an updated water conservation bylaw with the pertinent changes for receipt. [Item] 
 
Recommendation:
 
THAT the Board amend Bylaw No. 129 being the “Comox Valley Water Conservation Bylaw No. 129, 2010” to the revised bylaw attached to the July 11, 2019 staff report as Appendix D, to include the requirements of CVRD’s new water licenses and to correct minor administrative components;

AND FURTHER THAT an amendment to Bylaw No. 129 be considered for first, second and third readings at the July 30, 2019 Board meeting.

Recommendation:
 
THAT the committee adjourn to an in-camera session pursuant to the following sub-section of section 90 of the Community Charter:

90(1)(j) information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act;
90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee/board, could reasonably be expected to harm the interests of the regional district if they were held in public.
