Boardroom, 550B Comox Road, Courtenay, BC commencing at 4:00 pm.

The purpose of this meeting is for committee members to consider the matters included on the agenda below. The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD legislative services department to request to appear as a delegation.

In the event of an emergency the public gathering place is the parking lot outside the boardroom.

1) COMOX VALLEY ACCESSIBILITY COMMITTEE
 
Judy Norbury, Comox Valley Accessibility Committee, to provide information regarding their committee, outline various accessibility challenges and request support to continue to make the Comox Valley an accessible and inclusive community.
 
2) YOUTH AND ECOLOGICAL RESTORATION PROGRAM
 
Wendy Kotilla to present information regarding the Youth and Ecological Restoration Program.
 
3) COMOX VALLEY SOCIAL PLANNING SOCIETY
 
Bunny Shannon and Betty Tate, Comox Valley Social Planning Society, to provide an update on the activities of the society and to request that directors and relevant staff attend a workshop on November 7, 2019 to explore collaborations between local governments and the society on common interests and initiatives.

1) BC TRANSIT - TRANSIT FUTURE PLAN OVERVIEW AND PRESENTATION
 
A. McMullen, Transportation Planner - BC Transit, to present information regarding the Transit Future Action Plan.
 
2) UBID REQUEST TO UNDERTAKE GOVERNANCE STUDY
 
Report dated October 1, 2019 regarding a request from the Union Bay Improvement District (UBID) to undertake a governance study, identify the CVRD’s role in such a study and recommend a broad scope of services for such a study.for receipt.

Recommendation:
 
THAT the Comox Valley Regional District, in partnership with the Union Bay Improvement District, support an application to the Ministry of Municipal Affairs and Housing for a restructure planning grant and infrastructure planning grant that would:
- conduct a condition assessment of Union Bay Improvement District assets and liabilities
- analyze the governance options to remain as an improvement district or convert the street lighting, water supply and distribution and fire protection services to regional district services; and
- develop and execute a communication plan that:
• assesses public perspective on the topic of Union Bay governance and service delivery; and
• informs the public on potential outcomes from the assessment and governance models.

1) LIVING WAGE EMPLOYER
 
Correspondence dated September 25, 2019 from Director Ketler regarding a request for the Comox Valley Regional District to take a leadership role in the community by becoming a living wage employer with the BC Living Wage for Families Campaign for receipt.

2) HORNBY ISLAND COMMUNITY ECONOMIC ENHANCEMENT CORPORATION - REQUEST FOR SUPPORT FOR THE IMPLEMENTATION OF A MUNICIPAL AND REGIONAL DISTRICT TAX
 
Correspondence from the Hornby Island Community Economic Enhancement Corporation regarding a request for support for the implementation of a municipal and regional district tax for receipt.

Requested Action:
 
THAT the Comox Valley Regional District board send a letter of support to the Hornby Island Community Economic Enhancement Corporation for the implementation of a Municipal and Regional District Tax at 3% on the purchase of short-term accommodation on Hornby Island with such funds raised being utilized to support local affordable housing initiatives and tourism marketing, programs and projects.
