COMOX VALLEY SEWAGE MANAGEMENT ADVISORY COMMITTEE MINUTES

COMOX VALLEY WATER POLLUTION CONTROL CENTRE – ODOUR CONTROL MEASURES
 
 
K. Grant/R. Arnott: THAT the report dated February 7, 2020 regarding a recent study and analysis into Comox Valley Water Pollution Control Center odour performance and a recommended path towards reducing odours and resolving complaints from neighbours be received. [Item

K. La Rose, Senior Manager of Water/Wastewater Services, presented information regarding a recent study and analysis into Comox Valley Water Pollution Control Center odour performance and a recommended path towards reducing odours and resolving complaints from neighbours. [Item
 
 
K. Grant/R. Arnott: THAT the Comox Valley Regional District proceed with engineering and construction of odour control upgrade Option 2B (covering of bioreactors and replacement of the wet chemical scrubber - estimated at $7 million), at the Comox Valley Water Pollution Control Center identified within the report titled Comox Valley Regional District Odour Control Options Costs completed by ISL Engineering and Land Services dated January 16, 2020;

AND THAT staff be directed to consider implementation of interim measures for minimizing facility odours through the summer of 2020 as the upgrades to the system are under construction.

K. Grant/R. Arnott: THAT a two tier odour standard in line with those implemented by several other jurisdictions in BC be established at the Comox Valley Water Pollution Control Center;

AND THAT the odour standard upper, ‘design’ limit for odours from the Comox Valley Water Pollution Control Center be set at five odour units at the property line once upgrades are complete;

AND FURTHER THAT a lower, ‘operational’ limit for day to day odours from the Comox Valley Water Pollution Control Center be selected after further odour sampling and dispersion modelling is performed over a summer period after commissioning of the new odour treatment infrastructure.

K. Grant/R. Arnott: THAT Comox Valley Regional District staff work with the Curtis Road Residents Association to finalize a draft Good Neighbor Agreement for consideration by the Comox Valley Sewage Commission.

90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the commission, could reasonably be expected to harm the interests of the regional district if they were held in public; and

90(2)(b) The consideration of information received and held in confidence relating to negotiations between the regional district and the provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
