BLACK CREEK - OYSTER BAY SERVICES COMMITTEE

Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 9:00 am.

The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the committee via electronic communication.

In response to the COVID-19 pandemic and in accordance with Ministerial Order 192, public in-person attendance is not permitted. In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

ELECTION OF CHAIR AND VICE-CHAIR:
The first order of business at the Black Creek - Oyster Bay Services Committee meeting is the election of the chair and vice-chair. The Corporate Legislative Officer will call the meeting to order and conduct the elections pursuant to the CVRD board procedure bylaw.

Staff will provide a summary of public input received in regards to the 2021-2025 proposed financial plan and the specific CVRD services under consideration.

1) ROAD RESCUE GRANT FUNDING APPLICATION
 
Report dated January 13, 2021 regarding a grant funding opportunity that Oyster River Fire Rescue department has applied for with the support of financial services for receipt.

2) 2021-2025 PROPOSED FINANCIAL PLAN - BUDGET PRESENTATIONS
 
Kevin Douville, Manager of Financial Planning, will introduce the 2021-2025 financial planning process and provide information on the overall consolidated budget.
 
3) 2021-2025 FINANCIAL PLAN – BLACK CREEK-OYSTER BAY FIRE PROTECTION – FUNCTION 230
 
Report dated January 21, 2021, regarding the proposed 2021-2025 financial plan and work plan highlights for the Black Creek-Oyster Bay Fire Protection Service, function 230 for receipt.

Recommendation #1:
 
THAT the proposed 2021-2025 financial plan for the Black Creek/Oyster Bay Fire Protection Service, function 230, be approved.

Recommendation #2:
 
THAT the Black Creek Oyster Bay Services Committee Financial Planning Policy (P44), adopted on June 25, 2013, be amended by adding a new section 15 as follows:
Cost Allocation Process:
Under a principle of fairness, the cost allocations for all fire protection services managed by Oyster River Fire Rescue (ORFR), including Black Creek / Oyster Bay Fire Protection, will be conducted as follows:
a) Annually the ORFR fire chief will prepare a consolidated operational budget submission with estimates that support the day-to-day activities of all the fire protection services under ORFR purview (i.e. Greater Merville and Mt Washington).
b) The combined operational grant submission will then be apportioned to each service area based on the current total assessment values of all the areas being served and recovered by the Black Creek – Oyster Bay Fire LSA by way of a recovery from other functions.
c) Capital costs for each of the ORFR Manager of Fire Services will continue to be allocated to the applicable local service area as well as any other operational, personnel, reserve management and debt servicing costs directly managed by the Comox Valley Regional District.
