NOTICE OF MEETING
COMOX VALLEY REGIONAL DISTRICT BOARD


Tuesday, January 26, 2021
Civic Room of the regional district offices, 770 Harmston Avenue, Courtenay, BC commencing at 4:00 pm.

The chair of the board will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the board via electronic communication.

In response to the COVID-19 pandemic and in accordance with Ministerial Order 192, public in-person attendance is not permitted. If members of the public wish to provide input, they should contact the Legislative Services Department. Live webcasts and recordings are available at www.comoxvalleyrd.ca/minutes-agendas

The in-camera session of the board meeting will commence immediately following the open session.

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

A. RECOGNITION OF TRADITIONAL TERRITORIES:
The presiding member will provide the territory acknowledgment and read the following article from the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) available online at www.un.org:

Article 24: Indigenous peoples have the right to their traditional medicines and to maintain their health practices, including the conservation of their vital medicinal plants, animals and minerals. Indigenous individuals also have the right to access, without any discrimination, to all social and health services;

Indigenous individuals have an equal right to the enjoyment of the highest attainable standard of physical and mental health. States shall take the necessary steps with a view to achieving progressively the full realization of this right.

THAT the committee adjourn to an in-camera session pursuant to the following sub-section(s) of section 90 of the Community Charter:

90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee/board, could reasonably be expected to harm the interests of the regional district if they were held in public; and,
90(2)(b) the consideration of information received and held in confidence relating to negotiations between the regional district and the provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party;

AND FINALLY THAT the in-camera portion convene immediately following the open portion of the meeting.

Staff to provide a summary of public input received in regards to the 2021-2025 proposed financial plan and the specific CVRD services under consideration.

1) BC ASSESSMENT - 2021 ASSESSMENT ROLL
 
Maurice Primeau, BC Assessment, to present information regarding the 2021 assessment roll.
 
2) 2021-2025 PROPOSED FINANCIAL PLAN - BUDGET PRESENTATIONS
 
Kevin Douville, Manager of Financial Planning, to introduce the 2021-2025 financial planning process, information on the overall consolidated budget, and present an overview of the following budgets:

• Member Municipality Debt - Function 190
 
3) HOMELESSNESS SUPPORTS SERVICE (FUNCTION 451) REVIEW FINDINGS
 
Report dated January 19, 2021 regarding the final report of the Homelessness Supports Service Review for receipt. [Item

Cassandra Vink, Vink Consulting, will present information regarding the Homelessness Supports Service Review report.
 
Recommendation:
 
THAT the Comox Valley Regional District (CVRD) Board receive the Comox Valley Regional District Homelessness Supports Service Review Final Report, prepared by Vink Consulting, dated January 13, 2021, for information;

AND THAT recommendation 1, Revenue Generation and Sources of Revenue, and recommendation 5, Sustainability of the Service Delivery Model, be reviewed through the upcoming financial planning process for function No. 451;

AND FINALLY THAT staff report back to the board in 2021 with options for consideration and implementation of the report’s remaining recommendations, including assessment of which recommendations fall within the CVRD’s jurisdiction and capacity.

Recommendation #1
 
THAT the Comox Valley Regional District (CVRD) support the installation of high speed fibre internet landing sites on Denman and Hornby Islands through a financial contribution of $142,000 to the Strathcona Regional District and the Connected Coast project, to be funded by the Denman and Hornby Islands community works funds;

AND FURTHER THAT the CVRD write a letter of support for the Strathcona Regional District and Connected Coast project for their efforts to secure all necessary permits on Denman and Hornby Islands, including identification of best sites, design and tenure agreements for landings, Points of Presence and Right of Ways.

THAT the Comox Valley Regional District (CVRD) Board support CityWest in applying to any and all Provincial and Federal programs for the construction of last mile fibre projects on Denman and Hornby Islands;

AND FURTHER THAT the board consider funding beyond the 90% threshold subject to an assessment of a CVRD service delivery model to support broadband connectivity, including public engagement prior to any formal commitments being established.
