NOTICE OF MEETING
COMOX VALLEY REGIONAL DISTRICT BOARD


Tuesday, February 9, 2021
Civic Room of the regional district offices, 770 Harmston Avenue, Courtenay, BC commencing at 4:00 pm.

The chair of the board will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the board via electronic communication.

NOTE: Director Leigh, Electoral Area D (Oyster Bay - Buttle Lake), may attend a portion of this meeting to consider items G.1 as these matters relate to the Black Creek - Oyster Bay services. The board may vary the agenda to consider these matters.

In response to the COVID-19 pandemic and in accordance with Ministerial Order 192, public in-person attendance is not permitted. The in-camera session of the board meeting will commence immediately following the open session.

The presiding member will provide the territory acknowledgment and read the following article from the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) available online at www.un.org:

Article 25: Indigenous peoples have the right to maintain and strengthen their distinctive spiritual relationship with their traditionally owned or otherwise occupied and used lands, territories, waters and coastal seas and other resources and to uphold their responsibilities to future generations in this regard.

THAT the board adjourn to an in-camera session pursuant to the following sub-section(s) of section 90 of the Community Charter:

90(1)(e) The acquisition, disposition or expropriation of land or improvements, if the committee/board considers that disclosure might reasonably be expected to harm the interests of the municipality;
90(1)(k) negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee/board, could reasonably be expected to harm the interests of the regional district if they were held in public; and,
90(2)(b) the consideration of information received and held in confidence relating to negotiations between the regional district and the provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party;

AND FINALLY THAT the in-camera portion convene immediately following the open portion of the meeting.

Requested Action:
 
THAT the following resolution be forwarded to the Association of Vancouver Island and Coastal Communities 2021 AGM and Convention for consideration:

WHEREAS a total of 493 municipalities across Canada adopted Climate Emergency Declarations, and in British Columbia as of early 2019 dozens of municipalities have done so, the time to develop clear actionable Community Climate Action Plans is urgent;

AND WHEREAS it has been demonstrated that collaborative, cooperative planning processes increase the efficiency and maximize the impacts of the investments that all levels of government are making in assisting communities to develop Community Climate Action Plans with clearly articulated targets that respond to the increasingly urgent needs of mitigating climate change impacts;


THEREFORE, BE IT RESOLVED that the Union of BC Municipalities request that the provincial government provide sustained financial support for local community climate action planning that serve to meet the targets set out by the goals of CleanBC and implement responses to climate impacts throughout British Columbia.
