NOTICE OF MEETING
COMOX VALLEY REGIONAL DISTRICT BOARD


Tuesday, April 13, 2021
Civic Room of the regional district offices, 770 Harmston Avenue, Courtenay, BC. The in-camera portion of the meeting will begin at 4:00 pm and the open meeting will resume at 5:00 pm.

The chair of the board will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the board via electronic communication.

In response to the COVID-19 pandemic and in accordance with Ministerial Order 192, public in-person attendance is not permitted. In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

A. RECOGNITION OF TRADITIONAL TERRITORIES:
The presiding member will provide the territory acknowledgment and read the following article from the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) available online at www.un.org:

Article 30: Military activities shall not take place in the lands or territories of indigenous peoples, unless justified by a relevant public interest or otherwise freely agreed with or requested by the indigenous peoples concerned;

States shall undertake effective consultations with the indigenous peoples concerned, through appropriate procedures and in particular through their representative institutions, prior to using their lands or territories for military activities.

THAT the board adjourn to an in-camera session pursuant to the following sub-section of section 90 of the Community Charter:

90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the regional district if they were held in public;
90(2)(b) The consideration of information received and held in confidence relating to negotiations between the regional district and the provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

1) COMOX VALLEY EARLY YEARS COLLABORATIVE - BUILDING CONNECTIONS PROJECT

1) REGIONAL DISTRICT OF NANAIMO REGIONAL GROWTH STRATEGY AMENDMENT FOR NANAIMO AIRPORT LANDS
 
Report dated March 31, 2021 regarding a resolution of acceptance to the proposed amendment to the RDN Regional Growth Strategy (RGS) for the Nanaimo Airport Lands for receipt. [Item

THAT the Comox Valley Regional District Board accept the Regional Growth Strategy Bylaw No. 1615.04, 2020, forwarded by the Regional District of Nanaimo on March 24, 2021;

2) STRENGTHENING COMMUNITY SERVICES GRANT OPPORTUNITY
 
Report dated April 9, 2021 regarding approval to submit a regional application to the Union of BC Municipalities (UBCM) – Strengthening Community Services (SCS) Program under the umbrella of the Homelessness Supports Service (HSS) service (function No. 451) for receipt. [Item

Recommendation:
 
THAT staff be authorized to make an application to the Union of BC Municipalities for grant funding, in an amount up to $1,250,000, through the Strengthening Communities Service to provide urgent and temporary support to unsheltered homeless populations and address related community impacts;

AND FURTHER THAT the Comox Valley Regional District send a request to each partnering municipality to provide a Council resolution that clearly states approval for the Comox Valley Regional District, as primary applicant, to apply for, receive, and manage the grant funding on their behalf.
