Minutes of the Public Hearing held on July 21, 2021 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC, on Zoom and livestream at www commencing at 5:00 pm.

No members of the public attended the meeting.
 
 
RECOGNITION OF TRADITIONAL TERRITORIES
The Chair acknowledged that the meeting was being held on the unceded traditional territory of the K’ómoks First Nation.
 
 
OPENING REMARKS BY THE CHAIR
Chair Hamir read a prepared statement regarding the public hearing procedures.
 
 
INTRODUCTION OF THE APPLICATION
B. Chow, Planner II, provided a description of the amendments to the zoning bylaw as proposed by Bylaw No. 602 being "Rural Comox Valley Zoning Bylaw No. 520, 2019, Amendment No. 3" to correct and clarify specific regulations, including relaxing restrictions on chickens and beekeeping as domestic agriculture uses.

 
 
WRITTEN SUBMISSIONS RECEIVED
B. Chow provided a summary of three written submissions that were received in opposition to relaxing restrictions for the keeping of chickens. [Item
 
 
No further written submissions were received during the public hearing.
 
 
REPRESENTATIONS FROM THE PUBLIC
Chair Hamir noted that there were no members of the public present on the Zoom call or in the Civic Room and invited questions from the Directors.
 
 
QUESTIONS FROM DIRECTORS
Director Arbour inquired regarding the issue of rats in relation to the keeping of chickens and whether staff are aware of rat problems in other jurisdictions. B. Chow advised that complaints regarding pests would usually be forwarded to bylaw enforcement staff. Provincial guidelines are available for keeping poultry and provides suggestions for pest control measures.
 
 
CLOSING REMARKS
Chair Hamir provided closing remarks and made a further call for public input, including verbal and electronic submissions.
 
 
TERMINATION
Chair Hamir called for a second, third and final time for any speakers. Hearing no speakers, the Chair declared the public hearing for Bylaw No. 602 terminated.
