SELECTION OF CHAIR
Staff called the meeting to order and advised the commission of the need to select a presiding member in the absence of the chair.
 
 
K. Keylock/G. Gordon: THAT P. Gibson be appointed as Chair for this meeting.

On request of the Acting-Chair, K. Keylock assumed the role of recording secretary for this meeting.
 
 
RECOGNITION OF TRADITIONAL TERRITORIES
The Chair acknowledged that the meeting was being held on the unceded traditional territory of the K’ómoks First Nation.

REPORTS
PROPOSED TELECOMMUNICATIONS TOWER – 3505 DOVE CREEK ROAD - TELUS COMMUNICATIONS INC.
 
 
D. Thiessen, Planner, provided an overview of the memorandum dated September 23, 2021 regarding the construction of a 62.0 metre tall telecommunications tower on the property located at 3505 Dove Creek Road. [Item
 
 
Brian Gregg (SitePath Consulting Ltd.) representing Telus, was in attendance via electronic means.
 
 
Sarah Nicholson and Dave Turner , Dove Creek community, presented information in opposition to the construction of a 62.0 metre tall telecommunications tower on the property located at 3505 Dove Creek Road.
 
 
M. Presley/K. Keylock: THAT the Area C Advisory Planning Commission support the application for the construction of a 62.0 metre tall telecommunications tower on the property located at 3505 Dove Creek Road as proposed in the memorandum dated September 23, 2021 for the following reasons:

• The increase in connectivity and coverage will serve the Dove Creek community;
• The new telecommunications tower will relieve capacity issues at a nearby tower in Courtenay; and,
• The siting keeps it close to existing roadways and power infrastructure

STATUS UPDATE ON APC RECOMMENDATIONS
 
 
J. MacLean, Planner II, provided an update regarding Electoral Area Services Committee and board decisions related to APC recommendations.
 
 
ADVISORY PLANNING COMMISSIONS - PROPOSED TIME CHANGES
 
 
T. Trieu, Manager of Planning Services, advised the members that the Advisory Planning Commission meetings for 2022 will commence at 4:00 pm instead of 7:00 pm.
 
 
ADDENDUM
UPDATE ON PUBLIC ACCESS TO THE TSOLUM AND PUNTLEDGE RIVERS FOR SWIMMING
 
 
B. Allaert, Parks Technician, provided an overview on the report dated September 13, 2021 regarding opportunities to improve public access to swimming locations along the Tsolum and Puntledge Rivers. [Item
