Minutes of the meeting of the Electoral Areas Services Committee held on January 10, 2022 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 10:00 am.

Director Hamir attended via electronic means.
 
 
ELECTION OF CHAIR AND VICE-CHAIR:
J. Martens, Deputy Corporate Legislative Officer, called the meeting to order and opened the floor to nominations for the position of Chair of the Electoral Area Services Committee. Director Arbour was nominated as Chair of the Electoral Areas Services Committee. Director Arbour declined the nomination. J. Martens called for further nominations and Director Hamir was the only nomination and as such, was declared Chair by acclamation.

J. Martens, Deputy Legislative Corporate Officer, called for nominations for the position of Vice-Chair of the Electoral Areas Services Committee. At the close of nominations, Director Grieve was the only nomination and as such, was declared Vice-Chair by acclamation
 
 
Chair Hamir assumed the role of presiding member at 10:06 am.
 
 
RECOGNITION OF TRADITIONAL TERRITORIES
The Chair acknowledged that the meeting was being held on the unceded traditional territory of the K’ómoks First Nation

SHIP BREAKING - CONCERNED CITIZENS OF UNION BAY (CCUB)
 
 
E. Grieve/D. Arbour: THAT the information presented by Ray Rewcastle, supported by Robert Kerr and Marilynne Mannin, Concerned Citizens of Union Bay, regarding their concerns relating to consequences of ship breaking over beaches within residential areas instead of utilizing deep water industrial containment of all toxins and hazards that are associated with the demolishing of decommissioned vessels and barges be received. UPDATE ON THE EXTENSION OF SEWER SERVICES SOUTH
 
 
D. Arbour/E. Grieve: THAT the report dated January 7, 2022 regarding an update on the Sewer Extension South Project and support for staff to submit a grant application under the Investing in Canada Infrastructure Program be received. [Item

D. Monteith, Manager of Liquid Waste Planning, provided an overview of the report regarding an update on the Sewer Extension South Project and support for staff to submit a grant application under the Investing in Canada Infrastructure Program.
 
 
D. Arbour/E. Grieve: THAT staff submit an application for grant funding for the Sewer Extension South Project through the Investing in Canada Infrastructure Program – Environmental Quality Stream;

AND FURTHER THAT the staff report regarding Extension of Sewer Services South dated January 7, 2022 be referred to the Comox Valley Sewage Commission for their information.

SHIP BREAKING - CONCERNED CITIZENS OF UNION BAY DELEGATION
 
 
D. Arbour/A. Hamir: THAT staff be directed to respond to the Concerned Citizens of Union Bay delegation and the Electoral Areas Services Committee regarding the questions posed by the delegation, the attendance and outcome of the site tour held in January 2021 and any permits or license fees the operator is required to pay the provincial government and the conditions of those permits/licenses.
